If U have a good account at home, with good transferring (because the rent paying) to abroad, you don't need to create.

Otherwise go to Ulla and ask for an appointment arranging. Then go to Porrassalmenkatu 23. 50100 Mikkeli, Finland :), and create the account. Be careful with the card limits. At least get the payment minimum be the amount of the rent!

If you use the machine outside for paying the rent, it's about 0.8E, but inside you have to pay 4Es for everything:(.
